China's steel exports defy global headwinds: structural shifts sustain high levels, but growth momentum may slow

Despite the sharp escalation of global trade protectionism, China's steel exports continued to exceed expectations in the first three quarters of 2025. Supported by a combination of price-for-volume strategy and a structural pivot toward new regions and product categories, Chinese steelmakers managed to offset the contraction of traditional Southeast Asian markets and achieve robust growth. However, as trade remedy investigations intensify and demand in Africa and Latin America shows early signs of fatigue, the pace of export expansion is likely to moderate in the coming quarters.
