12 Provinces Set to Exceed National Non-fossil Energy Goal by 2025
- For the 14FYP period (2021-2025), energy consumption per GDP Unit reduction target (vs 2020 base): economically developed provinces with low energy intensity mostly set at -14.0%; while less developed regions, especially coal and chemical industry clustered provinces, set targets higher than -14.5%. The national target is -13.5%.
- Non-fossil energy consumption target (share in total energy use): 12 provinces whose non-fossil energy use proportion targets exceed the national goal of 20% by 2025, including Zhejiang, Guangdong, Fujian, Hunan, and Sichuan; while 15 provinces below 20%, such as Shandong, Jiangsu, Hebei, and Liaoning.
- Under the constraints of energy use intensity and the proportion of non-fossil energy consumption, the provinces with the largest incremental demand for non-fossil energy during the 14FYP period are Jiangsu, Shandong, Shanxi, Inner Mongolia, Hebei, and Zhejiang.
- Renewable energy: For the 14FYP period, the total installed capacity target for wind and solar power set by provincial governments reach 307.8GW and 513.5GW, respectively. Newly online wind and solar power capacity during 2021-2022 nationwide had both reached 27% of these planned capacities.
- Transportation: Many provinces had proposed peak oil consumption in road transportation before 2030, including Shandong, Tianjin, Guizhou, Sichuan, Hunan, Hebei, and Shanxi. Many provinces proposed the proportion of new energy vehicle sales (NEV penetration rate) to reach 40% by 2030.
