- In 2023, China's National People's Congress (NPC) received a total of 271 proposals, a 43% decrease from 2022 (474 proposals).
- The content related to green development (Environmentally Sustainable economic developemnt) includes: proposing amendments to the Energy Conservation Law, Renewable Energy Law, Environmental Protection Law, Air Pollution Prevention and Control Law, Mineral Resources Law, Forest Law, Water Law, and Land Management Law, as well as formulating laws on climate change response, rural ecological environment protection, and comprehensive resource utilization.
- The proportion of proposals related to economic development and ecological civilization submitted by the Chinese People's Political Consultative Conference (CPPCC) increased. The National CPPCC received a total of 5,399 proposals in 2023, down about 10% from 2022. Among the filed proposals, 42.4% were related to economic fields, with an increase of 4 percentage points from 2022; 13% were related to ecology protection, an increase of 1 percentage point.
- Compared to last year, the proposals for 2023 NPC and CPPCC sessions featured more prominent content related to the expansion of the national carbon market with more trading entities, developing energy storage industries, constructing clean coal-fired power as a safeguard for power supply, and recycling renewable plastics.
- Among the proposals or suggestions made by NPC deputies/CPPCC members from Sinopec, 3 were related to promoting the CCUS industry, 2 were related to the hydrogen energy industry, and 2 suggestions were related to oil product market supervision. CNPC representatives submitted 2 suggestions related to the CCUS industry.
- Power companies mainly focused on power supply assurance, improving power market mechanisms, and developing energy storage industries.
- Manufacturing companies actively put forward suggestions on energy storage and expanding green power consumption, continuing the trend since the launch of the "carbon peaking and carbon neutrality" strategy in 2020, to adapt to the new international competition and regulatory requirements.
