China’s Ministry of Industry and Information Technology (MIIT) has fine-tuned its steel capacity swap guidelines in the latest version to “fill up any loopholes in the capacity swap plan to prevent any new steel capacity from being added and to better restructure the industry”, according to its explanatory notes
