Shanxi’s 12 mills disclose old-for-new steel capacity plan
Altogether 12 steel mills in North China’s Shanxi province are planning to upgrade their old iron and steel capacities via new facilities that will be totalling around 20 million tonnes/year in ironmaking and 17.4 million t/y steelmaking, an official from the Shanxi Provincial Commission of Economy and Information Technology confirmed on August 24. Public comments will be accepted until September 18.
To build the new facilities, the 12 steel plants promise to dismantle 20.9 million t/y of ironmaking and nearly 19 million t/y of steelmaking capacities, as Beijing nowadays only allows for old-for-new capacities in the domestic steel industry in the same or higher volumes, according to a government notice on August 22 for public reviews on these capacity swap plans.
“These latest swap plans have illustrated that the Shanxi authorities have spared no efforts in eliminating backward capacities for the evolution of the local steel industry,” the government official commented.
Among the 12, all the new projects will be completed the construction by the end of 2022, which excluded some companies haven’t disclosed their deadline for building new modules. Meanwhile, two steel mills will commence constructing their new facilities in August, with Shanxi Jianlong Industry to build a 1,680 cu m blast furnace and Shanxi Jinnan Iron and Steel to start working on four 1,860 cu m blast furnaces and four 150-tonne convertors, he acknowledged.
“Shanxi Jianlong has already obtained the approval, so its 1,680 cu m blast furnace project may start the groundworks on time, while Shanxi Jinnan Iron and Steel’s may commence later than planned,” the official commented briefly.
Shanxi Jianlong targets to complete the construction in December 2019, but it will only be able to commission the new furnace on closing down the old one permanently first.
Shanxi Changping Iron and Steel Co is the only one to sell its 550,000 t/y ironmaking capacity quota via dismantling its 450 cu m blast furnace to Fujian Sanbao Steel in South China’s Fujian province, according to the government notice
By the mid-August, China already got rid of 24.7 million t/y crude steel capacity nationwide, or completing 80% of the 30 million t/y elimination target for this year, according to the Shanxi Committee, this has been last batch of the total 150 million t/y mission over 2016-2020.
