Recently, the People's Government of Changxing County released the environmental impact assessment information public notice for the construction project of the Lithium Battery Full Life Cycle Comprehensive Utilization Base.
According to the notice, the project is to be newly established by Zhejiang Lisheng Energy Co., Ltd., with the construction site located in Huzhou City, Zhejiang Province. The company plans to invest Yuan 82.0567 million and lease existing idle factory premises from Zhejiang Baoneng Power Supply Co., Ltd., to plan and construct a comprehensive utilization base covering the full life cycle of lithium batteries.
The project primarily comprises two major components. First, the recycling and regenerative utilization of spent lithium batteries, involving the construction of production lines for echelon utilization of spent batteries and for the dismantling, crushing, and regeneration processing of recycled batteries, thereby achieving efficient recovery and circular utilization of key materials such as electrode powder, copper particulates, and aluminum particulates. Second, the production of lithium battery packs, encompassing the construction of cell inspection and sorting, module assembly, and Pack production lines, which will enable the direct application of a portion of regenerated materials to new battery manufacturing, thus forming a complete industrial closed-loop of "recycling-regeneration-manufacturing." Concurrently, the project includes the development of supporting utility facilities such as environmental protection treatment systems, power supply, water supply and drainage, gas supply, and warehousing. Upon reaching full production capacity, the project will process 100,000 tonnes of spent lithium batteries and electrode sheets annually, and produce 3 GWh of high-energy-density Pack battery packs per year.
