U.S. CVD preliminary probe finds Chinese tinplate exports were subsidized
According to the DOC's preliminarily finding, Shougang Holding Trade (Hong Kong) Ltd., Shougang Jingtang United Iron & Steel Co. Ltd., and all other Chinese producers and exporters received countervailable subsidies at a rate of 66.61%.
DOC is also conducting a concurrent anti-dumping (AD) duty investigation of tin mill products from China. The schedule for the final determination in the CVD investigation has been aligned with the final determination in the companion AD investigation, which is currently scheduled to be announced on December 1, unless postponed, according to the announcement.
Meanwhile, the U.S. International Trade Commission is conducting an injury investigation to determine whether the imports have materially injured or threaten to materially injure the domestic industry.
The subject tin mill products are classified under Harmonized Tariff Schedule of the United States subheadings 7210.11.0000, 7210.12.0000, 7210.50.0020, 7210.50.0090, 7212.10.0000, 7212.50.0000, 7225.99.0090, and 7226.99.0180.
DOC initiated the CVD investigation on April 30, alongside AD investigations of these products from the Chinese mainland, Taiwan, and Türkiye. The cases stemmed from a petition filed by the United States Steel Corporation and the United Steel, Paper and Forestry, Rubber, Manufacturing, Energy, Allied Industrial and Service Workers Union.
The United States imported 133,631 tonnes of the subject products from China last year, valued at approximately $129.26 million. Imports from Türkiye totaled 71,398 tonnes worth approximately $81.79 million, while imports from Taiwan reached 119,649 tonnes valued at about $140.80 million, according to U.S. Census Bureau data.
After the preliminary determination, DOC will verify information submitted by the Chinese producers and the Chinese government before issuing its final determination. A report on the verification findings will follow. All interested parties may participate in the proceeding and submit comments and factual information for the case record, the department said.
