Indonesia Opens 2027 RKAB Application Window for Mining Companies

Indonesia's Ministry of Energy and Mineral Resources (ESDM) has officially opened the application portal for the 2027 Work Plan and Budget (RKAB) as of October 1, 2026.

According to Tri Winarno, Director General of Minerals and Coal, a large volume of mineral and coal mining companies have already submitted their RKAB documents ahead of the November 15, 2026 deadline.

Key Highlights of the 2027 RKAB Submission Guidelines

Under ESDM Ministerial Regulation No. 17 of 2025, mining operators must navigate a structured timeline and approval process:

Submission Window: 46 days (6 natural weeks), running from October 1 to November 15, 2026.
Evaluation Timeline: The Ministry takes a maximum of 5 working days to evaluate filings and notify companies if approval is granted or if revisions are needed.
Revision Window: If materials are incomplete, license holders have up to 2 working days to submit corrections.
Review Limit: The evaluation-and-correction cycle can be repeated a maximum of 3 times.
Final Approval: Official sign-offs or formal decisions are issued within 8 working days after the evaluation process concludes.
Re-application Option: If an RKAB application is rejected, companies are granted one opportunity to resubmit.
