Recently, the Ministry of Ecology and Environment, in conjunction with the General Administration of Customs, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Commerce, and the State Administration for Market Regulation, issued the Announcement on Regulating the Import Management of Recycled Black Mass Raw Materials for Lithium-Ion Batteries and Recycled Steel Raw Materials.
According to the announcement, qualified recycled black mass raw materials for lithium-ion batteries will not be classified as solid waste and can be imported freely. Specially, the recycled black mass must not be mixed with other types of recycled raw materials during shipment. No bulk shipments are permitted, and different categories of recycled black mass must be separately packaged. The same customs declaration form cannot include multiple types of recycled raw materials.
The HS code for recycled black mass raw materials for lithium-ion batteries is 3824999996.
The announcement will take effect starting August 1, 2025.
