On December 29, the Customs Tariff Commission of the State Council of China released the 2026 Tariff Adjustment Plan, which will take effect on January 1, 2026. A policy interpretation titled Balancing Domestic and International Imperatives to Solidly Promote High-Quality Development: Adjustments to Tariff Rates and Categories for Certain Goods in China Effective January 1, 2026 was also issued.
The plan states that, to enhance the synergy between domestic and international markets and resources, as well as to expand the supply of high-quality goods, provisional import tariffs lower than the Most-Favored-Nation rates will be applied to 935 categories of goods in 2026. Among these adjustments, to support the comprehensive green transformation of economic and social development, import tariffs on resource-based goods such as recycled black mass for lithium-ion batteries and unroasted pyrite will be reduced.
