EU extends AD duties on Chinese, Russian ferro-silicon

The European Commission has decided to maintain anti-dumping duties on ferro-silicon imports from China and Russia following its third expiry review, concluding that lifting the measures would likely lead to a continuation of dumping and renewed injury to the EU industry. The extended duties took effect on July 29.

The extended duties for Chinese producers range from 15.6% to 31.2%, with imports from Erdos Xijin Kuangye Co., Ltd. subject to 15.6% duties, those from Lanzhou Good Land Ferroalloy Factory Co., Ltd. to 29%, and imports from all other Chinese companies to penalized with ADs of 31.2%. Russian producers face duties of 17.8–22.7%. The measures cover products that fall under CN codes 7202 21 00, 7202 29 10, and 7202 29 90.

 

The expiry review was initiated on June 30 2025, in response to a request submitted on March 28 2025, by Euroalliages, the Brussels-based association of European ferro-alloy producers on behalf of the EU ferro-silicon industry.

 

The anti-dumping investigation period covered January 1 to December 31 2024, while the injury assessment period spanned from January 1 2021, to the end of the investigation period.

 

This marks the third extension of the measures since their original imposition in February 2008. The duties were first extended in April 2014 and again in July 2020.

 

China exported around 3,415 tonnes of ferro-silicon to the EU last year, representing just 0.85% of China's total FeSi exports and 2,542 tonnes in this year's January-June half, according to data from China's General Administration of Customs (GACC).
