Indonesia's Ministry of Investment/Investment Coordinating Board (BKPM) disclosed that 9 out of 19 companies in the energy and mineral resources sector have never submitted LKPM (Investment Activity Reports).
This finding was revealed in the 2025 smelter monitoring data presented by BKPM during a hearing with Commission XI of the Indonesian House of Representatives on Tuesday, February 3, 2026.
Throughout 2025, BKPM placed 23 smelters on its watchlist. Most of the monitoring actions resulted from incidental findings, with the highest number of smelters located in Central Sulawesi due to the region's active downstream mineral processing activities.
In terms of investment value, PT Gunbuster Nickel Industry (GNI) recorded the largest investment, reaching IDR 35.8 trillion. This was followed by Artabumi Sentra Industri with IDR 24.7 trillion, and Bintan Alumina Indonesia with IDR 17.8 trillion.
During the meeting, Commission XI member Ratna Juwita Sari pointed out that 9 out of the 19 companies in the energy and mineral resources sector have never filed LKPMs. Ratna suggested that merely imposing administrative penalties on these firms may not serve as an adequate deterrent. He also noted that if BKPM faces budget constraints, it should propose stronger enforcement measures to relevant government departments or other ministries/agencies.
