On April 16, the People's Government of Shanxi Province issued a notice on the province's 15th Five-Year Plan (2026–2030) for National Economic and Social Development. The plan calls for increasing the supply of non-fossil energy, pursuing both centralized and distributed projects as well as both incremental development and upgrading of existing capacity, and promoting the expansion and upgrading of wind and solar power. The province aims to add 100 GW of installed capacity from wind, solar, and other renewable energy sources by 2030.
Focusing on "northern Shanxi, large bases, saline-alkali wastelands, and new transmission corridors," the province will optimize its competitive allocation mechanism for centralized wind and solar projects and seek to secure approval for national-level large-scale wind and solar bases under the central government's coordinated planning. It will build 10 provincial-level large-scale wind and solar bases of at least 500 MW each and encourage development models such as renewable energy plus ecological restoration. Distributed renewable energy will be accelerated for local development and utilization, with projects deployed in agricultural areas, transportation corridors, and other scenarios. Diversified biomass energy development will be advanced in an orderly manner, with pilot comprehensive biomass utilization projects established in Linfen, Changzhi, Yuncheng, and other cities.
The province will also actively promote the large-scale utilization of shallow geothermal energy, launch pilot and demonstration projects for medium-deep geothermal energy utilization, and drive clean heating substitution using geothermal sources. A number of geothermal energy development and utilization projects will be developed in Datong, Xinzhou, Taiyuan, Linfen, and Yuncheng.
