Ukraine extends AD duties on Chinese seamless steel pipes for five years

Ukraine has extended anti-dumping (AD) duties of 51.52% on imports of seamless hot-rolled steel pipes from China for another five years following a sunset review, the Ministry of Economy of Ukraine announced on Tuesday.

The subject products are seamless hot-rolled (hot-deformed) steel pipes, classified under UKT FEA codes 7304 19, 7304 23 00 00, 7304 29, 7304 39, and 7304 59.

 

However, conditional zero-rate exemptions apply to two Chinese companies. For Hengyang Valin Group, a zero rate applies to casing pipes with an outer diameter of 193.68mm and 244.48mm under HS code 7304 29 30 00, as well as casing pipes under HS code 7304 29 90 00 with an outer diameter of 508mm. All other hot-rolled seamless pipes from the company face the 51.52% duty.

 

Tianjin Pipe Corporation has received a zero rate on casing pipes of 339.72mm under HS code 7304 29 30 00 and 473.08mm under HS code 7304 29 90 00, while all its remaining hot-rolled seamless pipes are subject to the 51.52% duty.

 

All other Chinese producers and exporters face the 51.52% penalty across the board.

 

Notably, under a revised final ruling of the original AD investigation issued in September 2020, Tianjin Pipe Corp, together with DP-Master Manufacturing Co., Ltd. and Shanxi Fenglei Drilling Tools Co., Ltd., entered into voluntary price undertaking and were exempted from AD duties for three years from May 2020 to May 2023.

 

The Interdepartmental Commission on International Trade also extended the voluntary price undertaking for DP-Master Manufacturing Co., Ltd. for one additional year.

 

The sunset review was initiated on May 21 2025, following a request by Ukrainian producer Interpipe Niko Tube LLC. The original anti-dumping duties were imposed on May 28 2020, for a five-year term.
