UPDATE: Australia finalizes AD/CV duties on flat-rolled steel from China, SK
On September 24, the ADC announced in notices No.2026/103 and No.2026/104 that the final duties would be implemented through a non-injurious price mechanism.
For Chinese exporters, Baoshan Iron & Steel Co Ltd faces final AD and CV rates of 16.1% and 2.7%, respectively. Baosteel Zhanjiang Iron & Steel Co Ltd and Hunan Valin Lianyuan Iron & Steel Co Ltd were assigned final AD rates of 9.4% and 26.4% respectively, with no CV duties applied. Other Chinese exporters face final AD and CV rates of 51.2% and 3.9%, while South Korean exporters face a single AD rate of 21.6%.
The final CV rate for Baoshan Iron & Steel was reduced to 2.7% from 3.2% in the preliminary determination, while the rate for other Chinese exporters was lowered to 3.9% from 4.5%. The final AD rates for other exporters remained unchanged from the preliminary stage.
The investigations were initiated on October 24 2025, following an application by BlueScope Steel Limited, an Australian producer of flat-rolled steel products. Provisional duties in the form of security deposits took effect on June 24 2026.
On August 26, the ADC issued notice No.2026/102, finding that Baosteel Zhanjiang and Hunan Valin had received only "negligible" subsidies. It therefore terminated the CV investigations into the two companies, meaning no CV duties were imposed on them. The same notice also terminated the investigation into South Korea's POSCO after finding no dumping.
The subject products cover flat-rolled steel products, whether of non-alloy or other alloy steel (excluding stainless, silicon-electrical, tool and high-speed steel), that are not clad, plated or coated, and are not in coils. The products have a thickness of 4.75mm or more and a width of 600mm or more, with or without patterns in relief. They are classified under Australian HS codes 7208.40.00.39, 7208.51.00.40, 7208.52.00.41, 7208.90.00.30, 7225.40.00.22 and 7225.40.00.24.
The investigation period covered July 1 2024 to June 30 2025, while the injury examination period spanned July 1 2021 to June 30 2025.
