UPDATE: U.S. preliminarily finding says Chinese tinplate was dumped

After adjusting for subsidy offsets, the cash deposit rate was set at 130.17%. Because the named companies did not respond, the ruling was based on facts available with adverse inference.

DOC initiated the AD investigation on April 30, alongside AD probes into the same products from Taiwan and Türkiye. The cases stemmed from a petition filed by the United States Steel Corporation and the United Steel, Paper and Forestry, Rubber, Manufacturing, Energy, Allied Industrial and Service Workers Union, as Mysteel Global reported.

The AD case runs alongside a concurrent countervailing duty (CVD) investigation. On September 10, DOC issued a preliminary CVD determination, finding that Shougang Holding Trade (Hong Kong) Ltd., Shougang Jingtang United Iron & Steel Co. Ltd., and all other Chinese producers and exporters received countervailable subsidies at a rate of 66.61%.

The final CVD determination has been aligned with the final AD determination, currently scheduled for December 1 unless postponed.

Separately, the U.S. International Trade Commission is conducting an injury investigation to determine whether the imports have materially injured or threaten to materially injure the domestic industry. A final affirmative finding from both agencies is required before definitive AD/CVD orders can be imposed.

The subject products fall under HTSUS subheadings 7210.11.0000, 7210.12.0000, 7210.50.0020, 7210.50.0090, 7212.10.0000, 7212.50.0000, 7225.99.0090, and 7226.99.0180.

The U.S. imported 133,631 tonnes of the subject products from China last year, valued at approximately $129.26 million, according to U.S. Census Bureau data.
