Ukraine launches AD probe into hot-rolled wire rod imports from China
The subject products are hot-rolled bars with a smooth circular cross-section, loosely wound in coils, according to the announcement.
They include carbon (non-alloy) steel wire rod with a diameter of 5mm to 14mm, and other alloy steel wire rod (excluding high-speed steel rods and welding wire) with a diameter of 5mm to 32mm. The Ukrainian HS codes involved include 7213 91 10 00, 7213 91 41 00, 7213 91 49 00, 7213 91 70 00, 7213 91 90 00, 7227 20 00 00, 7227 90 10 00, 7227 90 50 00, and 7227 90 95 00.
The investigation period covers 2022 through 2025.
The probe follows a complaint filed by Ukraine's largest steel producer, ArcelorMittal Kryvyi Rih, which alleges that dumped imports of Chinese hot-rolled wire rod have caused material injury to the domestic industry.
The company cites declining production volumes and capacity utilization rates, lower sales, a shrinking market share, rising costs, and reduced profitability. It also notes that Chinese import prices were significantly lower than local prices, preventing the domestic producer from raising prices.
