China has proposed export controls on 12 solar manufacturing technologies as part of a broader revision of its export-control catalogue. The Ministry of Commerce (MOFCOM) and the Ministry of Science and Technology (MOST) issued the draft on October 16 2026, with public consultation running until November 15 2026. The proposal covers polysilicon, wafers, high-efficiency cells and perovskite-silicon tandem products, and splits the technologies into prohibited and restricted categories.
