Japan decides Chinese graphite electrodes were dumped, ponders AD duty

After a 10-month investigation, the Japanese government has upheld a claim lodged by three domestic makers of graphite electrodes and made a preliminary determination that electrodes originating in China were "presumed" to have been dumped and to have caused material damage to the domestic industry. Japan is applying a provisional tariff rate of 104.61% while continuing its probe, according to a notice issued by the Ministry of Finance (MOF) last Friday.
