Morocco launches second sunset review of welded pipe safeguard duties

Morocco has initiated a second sunset review of safeguard measures on imports of welded steel pipes, effective June 17, the Ministry of Industry and Trade announced on June 15.

The review follows a request filed on April 30 2026, by the Moroccan Association of Steel Tube and Profile Manufacturers, on behalf of the domestic welded pipe production sector.

 

The products subject to the investigation are welded tubes and pipes of iron or steel, of conical or pyramidal shape, with circular, square or rectangular cross-sections.

 

During the original investigation, the subject products were classified under the following tariff headings: 7306191090; 7306199900; 7306301099; 7306309900; 7306501090; 7306509900; 7306611000; 7306619000; 7306691000; 7306699900; 7306901090; 7306909900.

 

In the edition of the customs tariffs dated 1 January 2022, the products in question are now classified under the following tariff headings: 7306191090; 7306199900; 7306301099; 7306309900; 7306501090; 7306509900; 7306611010; 7306611090; 7306619000; 7306691000; 7306699900; 7306902012; 7306902019; 7306902022; 7306902029; 7306902039; 7306909019; 7306909099.

 

The safeguard measure on these products was first imposed on November 6 2020, at an initial rate of 25%, with annual 1-percentage-point reductions over three years until November 5, 2023.

 

A first sunset review concluded in October 2023 with a positive determination, extending the measure for another three years at a reduced initial rate of 22%, also declining by 1 percentage point annually.

 

The current extension is set to expire on November 5 2026, with the duty rate now at 20%.

 

China's welded pipe exports to Morocco stood at around 3,607 tonnes in the January-April period, and totaled 12,046 tonnes last year, according to data from the General Administration of Customs.
