India launches AD probe into hot-rolled flat steel from China, Japan, Russia

The investigation was launched in response to petitions from domestic producers JSW Steel Limited, JSW Vijaynagar Metallics Limited and Jindal Steel Odisha Limited. The three companies argued that cheap imports from these countries had hurt their business and were still posing a threat. They also asked for the duties to be applied retroactively.

Specifically, the probe covers hot-rolled flat products of alloy or non-alloy steel, not clad, plated or coated, up to 25mm thick and 2,100mm wide. These are widely used in sectors including automotive, oil and gas pipelines and exploration, cold-rolled steel production, pipe manufacturing, engineering and fabrication, construction, capital goods, and process equipment for cement, fertilizer, refineries and earth-moving machinery. The probe excludes hot-rolled flat products of stainless steel.

The subject goods fall under Customs Tariff Headings 7208, 7211, 7225 and 7226.

The dumping investigation period covers January 1 to December 31 2025, while the injury investigation period spans April 1 2022 to March 31 2023; April 1 2023 to March 31 2024; April 1 2024 to March 31 2025; and January to December 2025.

According to China's General Administration of Customs, the country exported 603,936 tonnes of hot-rolled sheet and coil to India in 2025, and 383,639 tonnes in the January-May period this year.
