The Ministry of Industry and Information Technology of the People's Republic of China (MIIT) disclosed on December 15 the draft Management Measures for Comprehensive Utilization of Electric Vehicle Power Batteries (Draft for Comments), in order to better regulate the comprehensive utilization and management of waste electric vehicle power batteries, promote resource recycling, and facilitate the high-quality development of the electric vehicle industry.
According to the draft regulation, the carmakers should bear the key responsibility for the recycling of installed power batteries, while battery manufacturers should bear the responsibility for the recycling of power batteries directly sold to the market (such as those sold to battery leasing and operation institutions).
In addition, it is also made clear that every power battery shall be given a unique code, and the ownership of sold electric vehicles and relative battery technology details shall also be recorded and uploaded within certain period for follow-up battery recycling when the battery shall be retired.
Meanwhile, to facilitate the regulation and traceability of power batteries, MIIT will establish an information tracing and sharing system, together with the Ministry of Ecology and Environment, Ministry of Transport, Ministry of Commerce to trace the life cycle of power batteries.
